Scope:

The Manager, of Security Operations, will be responsible for a global geographic area of operation as assigned by the Director of Security Operations. The Manager of Security Operations will provide direct support to the operation within their assigned region. This will collectively provide operational support and impetus to continuously improve Air Canada’s Corporate Security program, efficacies, and capabilities.

A balanced combination of proactive/reactive investigations, enforcement of existing policies and procedures along with education and prevention will be employed in support of these primary responsibilities. Significant effort will be devoted towards internal and external liaison and communication to advance initiatives relevant to asset/customer/employee protection; regulatory compliance; safety and security from an external threat assessment perspective; physical security and the preservation of Company goals, ethics, and core values.

Key Functions & Accountabilities:

  • Utilize key security knowledge areas and the Security Management System (SeMS) to ensure that Air Canada’s security posture is accurately postured with proportionate security controls (processes/ procedures) to mitigate potential threats to operations across our domestic, transborder, and international networks.
  • Deliver objective and reasoned security oversight and assurance to key business partners and corporate functions across all departments.
  • Work with key stakeholders in assigned regions of oversight to support innovative opportunities and address vulnerabilities to ensure operational security and regulatory compliance.
  • Deploy as required (based on risk) to stations and locations in the assigned geographical regions to conduct on-site assessments of the effectiveness of Air Canada’s security requirements.
  • Improve security culture, understanding, and awareness by delivering training programs and providing guidance and feedback throughout the organization.
  • Provide subject matter advice in the continual development, implementation, and oversight of operational security matters related to governance, policy, and procedures in support of Air Canada’s global operations.
  • In collaboration with the Managers, Security, and Regulatory, liaise with security regulators and other agencies as required.
  • Within their assigned region of oversight, act as primary liaison with law enforcement, border protection (CBSA and CBP), other government agencies (Transport Canada, CATSA, CSIS), and local Airport Authority security managers on operational security issues.
  • Monitor industry direction and developments and provide recommendations to the organization via the Director, of Security Operations to keep Air Canada at the leading edge of the aviation industry security/safety best practices.
  • Lead investigations on serious internal infractions of the Air Canada Code of Conduct by employees, contractors, 3rd parties, or visitors; seek external support if infractions fall outside of internal purview. Each investigation shall be documented in a corporate application to deliver data on recurring trends and security issues.
  • Maintain a consistent oversight of local security operations in the assigned geographical region. The Regional Manager of Security Operations will interact, assist, and liaise with the contract guard service provider for local security issues and daily operational requirements.
  • Interact with GSOC as required for awareness of security-related incidents and intelligence information.
  • Support the Director of Security Operations with the implementation, delivery, and oversight of an Executive Protection Program (EPP), including but not limited to, event risk assessments and security services, advance travel assessment, personal residential and family security services as required for the protection and safety of Air Canada executive level employees.
  • Support PAS/OSC in enabling a decision on continuing or discontinuing service to disruptive passengers and in follow-up inquiries with law enforcement when disruptive passenger incidents involve consideration for criminal charges.
  • Rotationally act as Security-on-Call to support the operation in the security capacity on a 24/7 basis during the assigned rotation.
  • Develop, maintain, and update annually, or as required, a Threat and Risk Assessment (TRA) for each station/country where Air Canada and Air Canada Rouge operate within their assigned region of oversight.
  • Prepare and distribute security awareness bulletins for operational and personal security issues regarding potential and actual threats or incidents occurring in their assigned region of oversight.

Qualifications

Work Experience:

  • At least 5 years of experience in similar security management roles working in Public and/ or Private Organizations and/ or Non-Government Organizations.
  • Sound understanding of Canadian criminal and civil laws and the aviation industry security regulations.
  • Extensive investigative, interview, and major case experience.
  • Knowledge of the rules of evidence and the Canadian judicial process.
  • Capacity to work in high-tempo and dynamic environments.
  • Capability to excel in a complex multi-layered environment.
  • Knowledge in the design and implementation of risk methodologies and the management of associated risk.

Education:

  • A degree-level certificate (or proven equivalent) and/ or relevant and demonstrated experience in a related field. Training in law enforcement or related disciplines is an asset.
  • Recognized qualification is Security and Risk Management guidelines or relevant and demonstrated experience.
  • Recognized qualification or relevant and demonstrated experience in Security Management Systems.
